New York Yankees promote David Phelps RP/ARI - $300,000 (2017). To clear MLB roster space we drop Hector Noesi RP/CHW - $300,000 (2016) to Paid Minors.
Yanks still have 21/25 MLB roster.

Can we leave David Phelps in our minors? Would we be better served by leaving Phelps down there and simply releasing Hector Noesi? We really don't know the league rules well enough yet to make any moves...

You can move players from active roster (25 man) to and from paid minors freely during the off-season, as much as you want.

You only have to post a promotion in the offseason if it's a first time promotion. For example, if you really want to use Shane Greene's services, he is your property and never brought up so would have to be approved in this folder. Greene was drafted by the real life Yanks in 09, never promoted here, crossed 50 IP in 2014, so would be given a contract of $300k (2019). 2019 = 2014+5.
Again, that's only IF you want to add his services, you could leave any player in your minors unpaid if never promoted.

Likewise this applies to any player that you own that was never brought up. See: Bryan Mitchell, Tommy Kahnle, Chase Whitley, etc.
You will get the hang of it.

Thanks, guys. We will promote Shane Greene SP/DET $.3M (2019). Appreciate the help. Will do our best to catch on to the nuances of the league. And cancel the Hector Noesi release.

Approved (Drafted by the New York Yankees in the 14th round of the 2008 amateur draft. Player signed June 12, 2008) You're still free to put him move him to either your minors or majors during the offseason.
