Andrus still seems to fall a notch below Rameriz which led me to my $6,300,000 offer for Andrus.

I agree it's a tough one. Just to be clear, immediate prior year's performance is not the sole factor in determining fair market value. Andrus was significantly better on the basepaths in years prior, is very consistent (no less than 665 ABs since '11), and is only 26 years old. That said, he's only a 2 category player (SB and runs) and speed generally doesn't hold up well.
Production-wise he's probably closer to Figgins (7mm) or Pagan (5.5mm) so 6.3mm doesn't seem unreasonable.
