Tough to find a comp but here goes
Comparable 2015 resign:
Melky Cabrera $6,250,000(2015 NTC)(2017) 3 years leading up to resign: Age 27 - .346/.390/.516 13 SB Age 28 - .279/.322/.360 2 SB Age 29 - .301/.351/.458 6 SB
Angels offer: Lorenzo Cain $6,500,000 (2016 NTC)(2019) 3 years leading up to resign: Age 27 - .251/.310/.348 14 SB Age 28 - .301/.339/.412 28 SB Age 29 - .307/.361/.477 28 SB
I think they are comparable players up to this point but I'll concede Cain the slight edge. The problem is that Cain does not have as much track record as Melky had at the time who had some decent years for the Yankees (with more stolen bases). Speed doesn't age well so I think it's not a bad comparison overall.
So I will give Cain slightly more salary and an extra year on his contract in hopes I can get it approved.

Fortunately or unfortunately I have been doing research for this player and he is a hard one to value. He plays in a way that fills categories, but not leaders in any. Based on the OF's that just resigned your bid is low, take a look at the resigns today and rethink the contract. Veto

Deny 2
try a little higher. Melky was resigned just after his PED bust hence the lower salary. Cain just had a huge season, I'd approve at 7.5.

Veto #3.
What Mets said there. The Melky vote was only 3-2 last year I believe. Was a difficult one. Hard to predict his future and also how to judge his past stats as the were ramped up by the PEDs.
Brett Gardner received 6.5M last year and I'd value Cain over him.
