Here is another tough one to place a value on. Soler has been a top prospect in the Cubs system for a few years now. Part of his appeal though is his strong and accurate throwing arm which has no fantasy appeal except for playing time.
His first season in the majors 2014 he hit .292 with 5HR in 89 AB.
Last season he was given more AB and his stats declined. Hitting .262 with 10HR and 3SB in almost a full season of 366AB striking out 33% of the time.
When sent down to AAA Soler hit .154 albeit a small sample size.
Brett Gardner was more productive and resigned for $6,500,000 hitting .259 with 16HR and 20SB
Melky Cabrera signed for $6,750,000 hitting .273 with 12HR and 3SB
And he certainly could go the way of Leonys Martin who signed for $6,750,000 based off an excellent 2013 and 2014 but in 2015 hit .219 and is now in the Braves minors.
I am only signing him for 4 years instead of the full 5 making him a free agent once again in his 27 year old season.

Veto #1.
I decided to do the veto because I think this may be a bit high here. We'll see what the others think. It may pass but wouldn't want you to overpay unnecessarily.
One thing that worries me about Soler given the stats you quoted will be his playing time. The Cubs will definitely be a contending team this year and will have no patience if he gets off to a bad start. Even a bad spring training could land him in the minors. If he were on a rebuilding team like the Reds instead, I think they'd just go with him. Not sure the Cubs will. Anyway, I think you'll either get this deal or maybe even something lower.

Approved (1-1)
Maybe I'm bias as a huge Soler fan, but I think this is cheap if anything. Soler has legit top 10 player in baseball potential. There is some obvious risk, but at 6.75 that risk is well worth it.

Approved 2-1
I think this is just fine personally. If he starts slow and the Cubs need a spark I think he'll start seeing limited AB's. Plus his k rate is pretty high as well so I think if he's not hitting his OBP is really going to really tank and at that point you're basically just getting one category from him, HR.

Approve (3-1), I must assume the GM did an assessment on Jorge Soler and is happy with this contract. I agree with the TWINS GM as he is hard to put a value on, GL with him this year.
