I understand that last year Quintana had a lot of strikeouts. However this has not been a skill he has shown in any of his previous 900 innings. He also showed nothing in his profile that would suggest that this newfound ability is sustainable. His swinging strike rate did not increase and his control was the worst it's ever been logging 2.9 BB/9 with a career 2.3 number before last season. To me none of this suggests that he will keep the strikeouts, this and the extra innings on his arm still put him a step below the Carrasco class.
As far as other comps mentioned, Verlander and Keuchel have both been SP1s the last few years while Quintana is clearly and SP2 (like Carrasco). Verlander's $9.6M and Keuchel's $9.5M contracts should be a step above these two.
Also one TAB member comped Leake and Zimmerman. At the time of Leake's resigning one TAB member stated he was only worth $7M which I tend to agree with and Zimmerman got $10.5M, however he had put up multiple sub 3 ERA seasons which Quintana has never come close to while also averaging 15 wins per season. Of course I understand wins are a wild card stat and Quintana has never been on a team as good as the one he is now. However he is also in a very tough division with three teams that have a legit shot at 90 wins. They won't all get there so who knows what will happen there. So if you put him somewhere between Leake's actual value (7M) and Zimmerman's (10.5) while still staying slightly below Carrasco (again due to lower K rates and higher injury risk):
Mariners offer Quintana 4 years at $8.8M per year
