Promotions: When an owner wants to promote a player, he must post the transaction. That player then takes up a space on the active roster. If the player has not been called up before, he receives a salary of $300,000, which counts against your total salary cap. He will not be assigned a Free Agent year until he passes the Rookie threshold of 50 IP or 130 AB. Once a player crosses 50 IP or 130 AB, they will receive a contract of $300,000 (20XX) <5 years after they pass it, so for example Johnny Bench gets 130 AB in 2008, his contract would be $300,000 (2013)
2009 = 2017 = Expired 2018 = 2023 2019 = 2024 2020 = 2025 2021 = 2026 2022 = 2027 2023 = 2027
* All transactions do not need approved by a TAB member BEFORE they are processed on your team page or through host site as if you post someone you do not own we can remove player/stats retroactively.

Does the apply to players from past years? Can we not promote players with asking during the offseason?

In the off season (before opening day) you can move any player to and from you roster and paid minors without using and posting in the promotion thread.
After opening day promotions from paid minors MUST be posted and approved.
Also after opening day demotions from roster to paid minors MUST go through waivers or using waiver passes (5 per year)
Currently 1st time contract promotions (from prospects) need to be posted in the promotion thread and approved and a contract allocated of $300,000 and a length depending on Innings Pitched or At Bats.

If they have never been called up before they should be posted so there is a record of them actually being called up and verified as that teams property. The only guys you should be adding in off-season without posting is a guy previously called up and already in PAID MINORS.
