He still Pittsburgh's property and therefore eligible in the DD. International players outside of Canada, USA and Puerto Rico are not allowed to be picked in the FYPD. Never have been in this league.

Despaigne was signed to a minor league contract with the Padres. Kang was signed to a major league contract with the Pirates. Under the rules for international players, Kang is not Pirates property and should be a free agent.

So if they sign a ML deal we will post them as free agent. If we do not post them then they signed a MiL Deal and are property of the team that signed them in real life.
Per the Foreign Rule, Kang was never property of the Pirates in order to be selected in the dispersal draft. Kang is supposed to be posted as a free agent.

This is the whole rule of Foreign Players in the rules forum in the rules thread.
Foreign Player Rule:
The FYPD is only for High School and College kids who sign with their team on signing day. Foreign players WILL NOT be put into the FYPD.
The Contraction Draft is and will remain for only the teams no longer in the league, which would include any MLers or MiLers (including foreign players) not yet drafted or not passed the free agent mark.
In regards to foreign players, the only ones who will be Free Agents are those who sign a MAJOR LEAGUE CONTRACT. Meaning this will include those from Japan, Cuba, DR, Venezuela, Korea or any other country if they agree to a major league contract. If they sign a MINOR LEAGUE CONTRACT they will be the property of the team that signed them in real life just as any undrafted FYPD goes to the team that they signed with in real life.

So, what's the verdict on Kang? on Despanigne? Are they considered the same or distinctly because one was on an MLB contract and one is going to the minors?

How is Yuki Matsui eligible for the dispersal draft? Don't you have to have played for the team to be eligible? As a 28 year old on a MLB contract shouldn't he be in the FA auction?
And Woo Suk Go as well?
